Berwick's resignation goes into effect on Dec. 2, according to The Associated Press. The White House has nominated Marilyn Tavenner, Berwick's deputy, for the top post.

Forty-two Republican senators asked that Berwick's nomination be withdrawn, the AP said. Sen. Orrin Hatch, (R., Utah) led the opposition against Berwick, citing past controversial statements and a lack of management experience. Berwick is a clinical professor of pediatrics and health care policy at Harvard's medical school and was previously a pediatrician. Tavenner managed Virginia's health department under then Governor Tim Kaine.
