At a ribbon cutting ceremony today, IBM (NYSE: IBM) and leaders of Iowa’s business and governmental communities announced that the new IBM technology services delivery center — located in the historic Roshek Building in downtown Dubuque, Iowa — is now operational. IBM has hired several hundred people to work in the new facility and intends to employ up to 1,300 by the end of 2010.

(OTCBB: NUBL) today announced launching a smartphone and mobile computing offering in China in conjunction with MobiCom 2009. China Crescent has over $40 million in annual revenue from selling technology services in China, and NuMobile has a proprietary software product offering for the smartphone and mobile computing market. China Crescent is NuMobile’s exclusive partner in China helping NuMobile to expand its geographic footprint. NuMobile has already announced a contract with the National Guard as a result of early sales efforts in North America. The Chinese mobile market opportunity is substantially larger than the North American opportunity.
